It all comes down to genetics, any history of baldness in your family? Looks like your hairline is receding a lil. Good news is once you turn 18 you'll be able to halt hair loss with finasteride/propecia

Either way you are going to be a young hair loss sufferer if not now then in a few years, it is very obvious in the lack of temple points, recession, miniaturization at the hairline etc. I'd get on fin as soon as you are finished developing/growing.
