I've read stories of people losing hair while on DUT. How is this possible? If hair loss is caused by DHT, and dutasteride kills 99% of DHT, should dutasteride be the cure?

You're going off of the assumption that the treatment would be 100% effective for everyone. Unfortunately, like with most drugs, that just isn't the case.
For some people where it does kill 99% of dht, it most likely does act as a type of cure, but for others who yield different results, I doubt the drug has enough of an impact on their dht levels.
It's also important to note that there are many pieces in the puzzle of hairloss yet to be fully understood, and DHT sensitivity could only be One of many causes.
