I would like to buy it from ebay, but unfortunately in my country the customs are very strict and I'm pretty sure it would't pass.
That's why I think of buying the capsules, that are sell OTC, and are cheap enough.

BTW, I did the experiment and tried to dissolve one capsule in vodka. Most of the white powder went to the bottom and did not dissolve. is this normal? Should I filter it out?

Well. What for capsules are they, do they have powder inside? Or do you mean tables? Cause tablets often have "fillers" and they might be insoluble. Melatonin itself is quite soluble it seems;

Solubility / Solution Stability
Melatonin is soluble in ethanol at least to 50 mg/mL, giving a clear to slightly hazy, faint yellow solution. It is slightly soluble in water, benzene and very slightly soluble in petroleum ether.

I don't know what concentration you want to make but even in vodka 40% you should be able to dissolve 15+ mg per ml if it is pure melatonin without any additives.

I bet they are pretty filled though? 3mg is a small quantity. Well the melatonin which was in the capsule should dissolve pretty easily into ethanol, the remains which don't dissolve are indeed most likely filler(s). You can filter that out indeed . Good luck and keep us updated about your progress!
