... but what's the deal with him? Can someone elaborate?

As far as I can tell, he discovered a way to regenerate new follicle organs, but threw away the research, or left it in a drawer or patent file to rot, and won't develop it further?

A bit ironic considering he is bald.

All he did was grow a follicle. There is a massive difference between that and growing thousands, and then safely and successfully implanting them into someone's head.
