I've been on fin and minox (twice daily) for 1 year and I am seeing a lot of little hairs popping up! if you look closely they actually fill up my entire hairline. I'm positive that these hairs will keep growing, any thoughts?

Yes it's regrowth, but you have to add grow factor in order to transform these "vellus hair" as "terminal hair".
You have to continue finasteride and minox but add some adenosine ( Look at Adenogen form Sisheido on Amazon). ( Or you can buy adenosine as powder from the KaneShop if you email them
).
Next you can add Stemoxydine.
Then, considering applying castor oil daily and the famous "Folligain hair signal cream" will be a good point.
