Dr. Hasson can and apparently he did, at least his original declaration. It already been said it's "something he heard", doesn't seem he had enough information to begin with

The only thing that was mentioned in the forums regarding the conference was some mentions of "topical finasteride", but it doesn't seem anyone has found out more info about it

I was also interested in this. He had to hear it or something close to it. Only thing I can think of that was mentioned at conferences was polichem's topical forumlation for Finasteride. Some said it would come without side effects, but then I heard it reduced serum DHT the same.

The present invention is directed to liquid compositions containing chitosan, a chitosan derivative or a physiologically acceptable salt thereof, which form a film after application

Something is better then nothing. I would be happy with any topical that has some real studies or evidence it works and does so safely. I think CB 03 01 will do it, but that is a long time I dont know if I can wait that long. I would worry about a topical finasteride turning into the systemic drug or just not working. Its going to be hard showing it gets absorbed, works, and does not just lower serum DHT like the oral drug.

The fact its not sold in the US where I am seems odd to me. Until I see some evidence I would not waste money on it
