Generic Foam: Kirkland? Is it the same as Rogaine?

Hi guys! I'm from Russia, so I dont know exactly what your markets sell now at shelves. And when I go at ebay.com I recently find new foam from kirkland.

So I've some questions:

1. Does anyone try/test it yourself? Is it like rogaine foam?
2. Does this stuff sells in your markets (wallmart f.e.)? And if it does then how much does it cost?
