One clinic gave me 2,500 grafts estimate to restore hairline, another 5-6,000

I want to store my front hairline, which has receded to maybe a NW3 or so. I've talked to a few clinics. One game me an estimate of 2,500 grafts to restore the hairline, the other 5,000-6,000. Which is trying to mislead me? Is the second just trying to way oversell me? Or is the first trying to lowball me to keep the cost down and get me into the clinic?
