Is this start of baldness?

I am a 28 year old male - my father had balding at a young age so it seems hereditary wise I am at risk. I took a photo of my head today which scared the crap out of me. Is this start of baldness and if so should I start taking rogaine or apply some hair lotion to prevent further hair loss.

Till date, I used to have occasional hair loss but it used to regrow until this time. I used to have dandruff problem earlier but not recently.
Any help regarding this would be appreciated.
