Is this hair thinning or i am really balding??

I would say thinning.
If you don't know many treatments are most effective in the early stage of hair loss, so you should start to treat yourself right away.
I've seen worse conditions than yours, so you should be fine with drug-based treatments.

Hair fall started at the age of 17, since then i always think of my hair it. I felt insecure and stressed. Is that the reason behind this condition???
Since my hairfall started i used minoxidil 5% but it make situation worse.

I’m not so sure that you are thinning. You have dark hair on a light scalp, that whirl on top is pretty much natural. I have seen some young girls who don’t have any whirl on that spot, but for a man yes I looks normal to me. I think it’s rare to have 100% cover and no whirl what so ever in that spot. To me it looks normal.

Hi Sherek
Sometimes the genetics of Male Pattern Baldness can skip one or multiple generations so I wouldn't pay too much attention to your immediate family.
It does look like there's some thinning/miniaturisation going on around the crown. However, your hair is pretty long and thick so it'll be heavy and can sometimes create gaps in the way that it falls. After all, noone has a scalp which is covered 100% in hair.
If you are or were on Minodoil there are shedding phases at various points when using it as prescribed so the worse thing to do is to stop the treatment as soon as the hair shedding begins - this usually indicates that it's working. There is another medication out there you can take but I'm not a doctor or medically qualified so I can't recommend it to you. However, I would highly recommend getting in contact with a trichologist/hair loss specialist for an in person consultation. I'm not suggesting you need a hair transplant but a hair transplant surgeon would also be able to properly diagnose and recommend treatments.
You're at a very early stage and there is a real chance that if you do something about it now, you may be able to reverse some of the loss and maintain the rest of your hair.
