You need to contact your clinic immediately and send them these photos, and more that are in better focus and clarity. At first glance it looks like ingrown hairs, which is expected when new growth begins, but the number of ingrown hairs that I see ( or think I see ) seems excessive. It could be fine but you abslutely must defer to your own clinic first (if you haven't already) as they have your history and an understanding of your details that no one online does. If they tell you this is completely normal, then you should consult with IAHRS member doctors to get their input but ONLY after you've already spoken to your current doctor.
