Default 24 year old with high hairline... Need some help

Hello. I am 24 years old and I don't seem to have experienced any hair loss however I have a pretty high hair line that really bothers me and forces me to have bangs all the time. I provided pictures below. Technically, yes it is 1/3 of my face if measured but... It still looks really high to me regardless. Looking to lower it by about 3-5 cm.

I have been to 2 different hair clinics for a consultation. One was Bosley, another was Restore. The lady at Bosley stated that it was definitely hair loss and that I needed to do something about it immediately or it would get worse and would do the surgery for about 10,000 dolllars (Looking at baout $10 a graft so 100 grafts. (Honestly just seemed like she just wanted my money....)

I went to Restore and he confirmed it was not hair loss (Makes sense as my hairline has been this high for as long as I can remember and no one in my family has any hair loss.) He stated that they can't lower it any more due to measuring it and their policy and stated it doesn't need to be lowered as it is already at 1/3 of my face and he genuinely seemed like he wanted to morally tell me the right answer instead of just taking my money.

I plan on making some more consultations with more hair clinics but wanted to get an opinion from you guys online.

Bottom line, whether or not my hairline is technically "correct" by measurements, It still bothers me every single day.. It still looks extremely high and if I try sticking my hair up, my forehead looks huge... forcing me to have bangs for the rest of my life. In the end, I do want the procedure done as long as the hair stays, looks good, and is around my budget.

My budget is about 8,000. I don't want bosley because they woman there is willing to do the surgery but I feel like she is just tossing in a lot of unnecessary items (like rogain, laser treatment etc) adding up the cost by a lot. I don't like them. Restore was honest but will not do the surgery period.
