Where to order full caps that last? (No tangling in the nape)

On first sight, this looked a lot like conspiracy theory to me - for all the reasons lvlace pointed out. However - and as a foreigner, I'm not quite sure about it - BBC always sounded like a reliable source to me. Is that wrong?
If one of their journalists has made an extensive recherche, would the BBC publish it if it was all made-up phantasy? Really makes me wonder... :/
