Forehead reduction surgery then hair transplants? (male)
Is it a good idea to go for a forehead reduction surgery then transplants after if hair recedes as it shows the scar? Would this be the most optimal way to achieve density? Are there any cons to this?

You're risking a lot with this approach. It can be done, and it has been many times, but today it is reserved for repair cases. The problem with this approach is that if you aren't with a doctor that has a lot of experience then you run the risk of the scar in the forehead becoming stretched and a stretched scar in your forehead will be much harder to deal with than low density from a one pass hair transplant. Don't risk it.
