Default Surgery at age 19 or 20?

I don't believe I have any hair loss yet, but I have a really high hairline and this irritates me. I've done my research and I'm thinking that getting a hair transplant to lower my hairline is the best way to go about this. That being said, there are a lot of doctors that advise against this at my age because if I lose hair in the future, the hair from the surgery would still be there, making me look funny. My question to you guys is can't taking propecia and/or rogaine prevent hair loss ?? Also, if a doctor does not recommend the surgery to you, can you still get it done?
