Itching and Shedding with Propecia

I had been on Propecia for about 7 years. I got off of it last year because I got worried about sexual sides (which I have). I lost a lot of hair in a year, so I recently got back on it. Everytime I quit taking Propecia in the past, I noticed shedding and a lot of itching. I have been on it about 3 weeks, and I am noticing the same sensation that I had when I would get off of it: shedding and itching. I also have increased acne. Why is this happening? I was taking .2 mg every 3 days (to avoid sides as I am very sensitive to the drug), but now I've upped to every 2 since I noticed the itching.
