if a hair is accidentally pulled out?
If you rub your fingers through your hair and a hair gets caught in your nail and you accidentally pull it.out then would that cause damage or will the hair be permanently pulled and will not grow back will it grow back the same?

It's not a good idea to do it. Probably not.
What you're talking about is traction alopecia. Traction alopecia takes some time to develop.
Long hair is not enough, in ITSELF, to cause it. It has to have "unnatural" tightening, over
an extended period of time. The bad news is once it's gone, the hair will not grow back.
For example, if you have a lose man bun, that's not enough pressure to cause it.
On the other hand, if you have a tight man bun, over an extended period of time, eventually
the hair that is pulled really tight will fall out. And it won't be replaced. I really don't think
there's anything that can be done for that case.
