Why do people say RU doesn't cause regrowth?

Why? We've seen people with huge regrowth from fin/dut alone? I have seen pics and videos of regrowth on RU... The current logic is that androgen inhibitors stop hair loss and minoxidil induces regrowth. If you have vellous hair that are being inhibited from growing due to androgens, wouldn't removal or androgens or blocking of androgen sites, allow the follicle to cycle and produce a stronger hair fiber? Why is this so confusing to me. Thoughts anyone?
