Default Less than a week on Minoxidil and I've got white flakes

The front of my hairline is covered in a thin layer of white flakes and my scalp seems a bit irritated with little red bumps.

Is this normal and just my scalp adapting to the treatment or is this a bad sign that I am responding poorly and doing more harm than good?

I'm using Kirkland 5% minoxidil liquid purchased from Amazon.

After doing some searching online I think the flakes are actually just dried up solution. Although do you think that means I'm not spreading the solution around enough?

I normally only apply using the dropper and spread it around using that and don't actually use my fingers to rub it in.
