Is hair transplant possible after Telogen effluvium ?

I am 29 years old. I had Telogen effluvium when I was 19 years old. Doctor's suggestion at the time was not go for hair transplant and wait. There is no improvement after that.
Wondering if is it too late for hair transplant?
