Hair gone thin and curly.

My hair line has just started to recede at the hairline but I also have another problem. I have two types of hair on my head. The top of my head has normal straight hair but behind be ears and the underpart of my head has dark, curly, thin, wire like hair that feels different to the top part. It is a lot shorter and never grows past 2 inches. Does any one have any ideas on how to fix this?
