I bought some baicalin powder, but it doesn't seem to dissolve well in either ethanol or water. Can anyone advise?

I put powder directly in Voltaren Gel (diclofenac) some claim it can be a growth factor, I dont really believe it, but I give it a try ... I dont know if it's the best mix against AGA but it's easy to make. Gel becomes yellow/orange
