When you get right down to it a c@ck is just flesh. It grows because of blood rushing to it. It doesn't do what it does on the basis of complex protein and growth factor interaction. It's flesh with a blood circulatory system. On the other hand, the follicle is a complex system of cells and growth factors and proteins and an environment that supports the follicular system. All you have to do with a penis is attack a tubular piece of flesh to the groin area and make sure there's a blood circulatory system in that tube shaped piece of flesh and make sure that, that blood circulatory system is hooked up to the body's blood circulatory system.
A functioning penis would be a million times easier to graft to the body.

Both of them want funding!! That's the only reason they're going to the press.
Also something worth noting, hair is complicated because it has a life cycle. And it needs to grow the right way to look natural, as the article I linked to mentioned. If you think of 3-d constructs in CGI movies, what do they always brag about, improvements in how the model hair, because its so tough to get right. Although a little different, I imagine similar things apply for hair grown in lab. You want the right life cycle and eventually, you want the hair to age with the rest of your hairs (hair changes shape and texture and color as we age).
