What happens if we fall short of the required amount? Will transactions be reversed?

Paypal can reverse transactions and if you do, there will be 0 fee (so you get EVERYTHING back). I haven't spoken to Desmond about this but it would be highly unethical to not return the money in case not enough will be raised, so personally I don't doubt Desmond will do this (I have a lot of faith in him, he seems one of the most sincere guys around here). Desmond, can you affirm this please ?
