I have Alopecia Areata and my facial hair looks just like that when I let it grow. My mustache has those same exact little spots on them.
Have you gone to a dermatologist? It really looks like you have AA, you should get that treated with steroid injections, it works if you get the spots quickly.

ya thanks...i will be going to a derm soon.
When i look closer, it seems dark between some of the hair and white between some of the others. Anyone have any thoughts on this?

Bumping an old thread here as it describes exactly what's happening to me (particularly at the front of my head)
The small spots may very well be AA and I may have to see a derm about it, but the really concerning thing for me is that I also went on to 5% minox about 2 months ago.. I only noticed MPB in the usual form before using the minox, nothing remotely like these small white spots. I have also found various reports of this happening to other people after using minox for a short period..
Has anyone else had experience with this issue after starting up minox? Some advice as to what to do next - stick with the minox because it will fill in the spots or to drop it - would be good..
