Success in many cases is subjective and with today's techniques a total failure (no growth, bad scars etc.) is probably very rare even in places that were once notorious for doing bad hair transplants.
That's not true at all -- clinics could definitely track success in terms of number of transplanted grafts that grow, hair caliber of grafts before/after transplant, average number of hairs per FU before/after transplant, etc.
They'd rather not do that for obvious reasons ... far simpler to make vague claims like "complications are very rare", or "your expectations were unrealistic".
