How effective is BNP-32 and is it safe?

To early to tell. The first users are about 3 weeks or less into testing it. The patent seems to indicate good growth and little sides, that should be your first reference for answers.

1. It's far, far too early to tell. People have only started using it.
2. If (if!) this is the game-changer as suggested by the patent documents, then you won't fail to hear of its success.
There's a reason why experimental treatments always fizzle out and fade away (apart from RU), it is because it becomes obvious after a while to users that there is no use or hope. If BNP-32 breaks the trend of failure, it would such a monumental event that no one could overlook it.

Who cares about FDA approval if the treatment works and you have access to it now. My gut tells me it won't do much of anything, but I guess that's my mindset because I have been let down so many times over with experimental treatments.
I am definitely following the progress of this treatment though. Hopefully it's a game changer, but I wouldn't hold your breath.

Agreed. Although, it may be good to start a fresh thread that gets rid of the clutter from the previous one and surmises everything, while also being used for updates from the experimenters
