FUE Hair Transplant without scars

If a man decides to have a hair transplant to restore frontal locks but also want the choice of shaving his head, its obvious that FUT won't work, as it would leave a big strip scar. FUE might still leave dot scars, but I was wondering if lesser number of grafts are transplanted, an expert surgeon might avoid leaving those dot scars.

So my question is, what is the maximum number of grafts that can be transplanted with FUE without leaving dot scars.
