Tiny blonde hairs in temples. Will they develop?

I'm 21 with a slowly receding hairline. I haven't started using any products yet, but I have bought minoxidil and plan to start using it some time this weekend.

I noticed that there are dozens upon dozens of tiny blonde hairs on my temples where some hair has receded (my hair color is brown). These hairs are no longer than 0.1-0.2 inches in length and they stay that long (i.e. they don't grow).

Is it possible that, once I begin using minoxidil, these blonde hairs will turn turn brown and begin to grow? I noticed that if they do turn brown and grow to regular hair lengths that it would completely fill in my temples.

Those are called vellus hairs aka peach fuzz. If anyone knew how to turn peach fuzz into normal hair, we'd all have a full head of hair.
