How this man got full head of hair back

He is a Pakistani politician. He was a norwood 7 before the hair transplant. But after the transplant he seems to have a full head of hair. How is that possible for a NW7? Or is it just a very good combover or something?

Combination of combover, salt and pepper grey hair(which looks pretty decent even when it's thin) and probably concealers too + a decent HT.
