Can a tattoo gun be used to deliver topicals through the dermis?

So I've been asking about a mesogun, but they are very expensive and nobody seems to know anything about them. What about using a tattoo gun? This is off the wikipidea:

"Tattooing involves the placement of pigment into the skin's dermis, the layer of dermal tissue underlying the epidermis. After initial injection, pigment is dispersed throughout a homogenized damaged layer down through the epidermis and upper dermis..."

Isn't the dermis the main barrier topicals can get hung up on? Could this be used to inject minoxidil and other topicals to make them far more effective?
