How to make Fin and Dut solution from powder for ORAL USE?

I have been taking Fin (Proscar) and Dut for the last 10+ years (3 days fin 1 day Dut). I have always gotten them from various online pharms. Unfortunately my go to stopped responding to me. I decided to order from another vendor who only supplies powder. which I have never used before. I would still like to take the drugs ORALLY. Does anyone have a tek for making a solution to volumetrically dose. I don't want to measure out 5mg and 1mg doses all week long. Would be nice to create a correctly dosed batch and then just easily use an oral syringe to suck up and squirt into my mouth

I feel like i read both are soluble in PG solution and others say ethanol. Any suggestions?
